How to set color and proof for Web?

After reading an article on Habré, I decided to set up Photoshop and Illustrator, but I encountered problems and a couple of questions arose. Why is RGB Monitor selected in Proof Option ? I read what the author wrote, but I do not understand how this item works. I put a check mark next to the Color Proof item , but it is removed every time a new project is created or opened. I assume that the checkbox is needed in order for the item I selected Color Proofing - RGB Monitor to work, but when I put it on, I don’t see any changes. Now for the Illustrator problem. I set everything up in it in the same way, but in addition to the fact that the checkmark at the Color Proof item disappears, then in the paragraph (sorry for the tautology) Set the proofing option automatically Workspace CMYK: US Web Coated (SWOP) v2 despite the fact that I set Monitor RGB , but the most important thing is that when creating a new project, the Color mode is specified RGB colors (this surprised me, because I thought that Illustrator would at least substitute for the color mode and put sRGB IEC61966-2.1 there ).

PS: I'm an ordinary layout designer and I just want to set up editors for the Web correctly so that there are no problems with color reproduction when laying out a site.

These parameters are more likely to come in handy for a printer or photographer; for design for electronic devices, the widespread use of sRGB is enough.
Better read this - the reading is not fast, and not very long, but you need to carefully taste it.
