You can work with the contractor on an hourly rate through oDesk . There is a time tracking program that sends a screenshot of the active window to the customer every 5-10 minutes. If a non-working moment or some password got into the screenshot, then the performer can delete the screenshot and 5-10 minutes will be deducted from his working time.
However, the problem with all schemes of work at an hourly rate comes down to the fact that it is beneficial for the contractor to delay the development. Paying for fixed work, the performer will be flattered to complete the task faster than his preliminary estimate (which is done on the basis of a quiet work schedule). in this case, he will be able to take additional orders.
Why is this necessary if the control of the programmer's work is minimal? Why should he create conditions where he can hack? The contractor will calmly watch TV shows from the tablet instead of doing the work on time or earlier so as not to get fined. Not to mention what was mentioned above: the work of a designer / programmer / business developer, etc. not just pounding on the keys. I am a designer and I spend a lot of time researching in order to give a high-quality result in 1-2 calls.
