What processor is enough for a home server?

I came up with the idea to build a home server for the following tasks:
1. File dump
2. Nextcloud
3. Logitech Media Server, for music
4. Host to the site, with almost no traffic
5. Samba for viewing 1080 rips on an android box
All this will spin on debian
At the same time, the budget is very limited, because. as a matter of fact meanwhile it for to be played
There is a payment on J1800 and mother with pentium g2020 available.
Now you need to decide on the case and cooling, since the priority is maximum noiselessness and minimum temperature.
The question is, will I be severely degraded in performance by using j1800 instead of hemp? (it is a priority, because it is more compact, quieter, it is also more convenient with power)

I use atom D2700 for these purposes, well, except for the Logitech Media Server.
Quite pleased with the result. J1800 is noticeably faster than it.

As for noiselessness, I purchased a fanless miniblock from the Chinese ( EGlobal ).
