What priorities can an MX record have?

Hello! I 'm setting up an MX record for a single domain on a Debian 8 server. The priority of an MX record can be 0 and 5 to 20. So I have a few questions:
1. Can priority be 1 to 5 ?
2. Can priority be a fractional number?

According to the standard, the priority of an MX record is an unsigned 16-bit number from 0 to 65535, there are no more restrictions.
When sending mail, the MX record with the lowest priority is selected. If there are several such records, then a random one is selected from them. If the server is unavailable, the entry with the next priority is selected, and so on.
