What ports need to be opened for VPN?

Dear friends, please tell me, I raised on Windows Server 2012 R2 - VPN service according to the guide masterhost.ru/support/doc/vpn-windows-server-2012-r2/ - I'm trying to connect via L2TP, ports
1723 and 500 are open on the router, I'm connecting indicating the external IP address of the home server (other services work fine) - permission is set in the firewall settings,

but when I connect, it says that it cannot connect.
