What platform to choose for organizing a chat for the community?

There is a blog, a forum and a thousand unique visitors a day. The main direction of resources is freelancing on foreign exchanges, respectively, the majority of users from the it sphere.
I want to create a chat (as there used to be irc chats) in which it would be possible to communicate with users in real time, and so that the community would exchange knowledge among themselves.
Actually, there is a question of choosing a service for creating such a chat, the criteria are:
- sufficient ease of installation and configuration (since not all users are technically savvy).
- admin and moderator features to keep the chat in order. Possibility to appoint moderators.
- clients for all platforms (Linux/OS X/Win/Android/iOS). Natural with a notification system at least. Ideally, the ability to add more and create a web version.
- you can charge, but at a reasonable price.
- it is desirable to be able to create channels within the chat to share the flow of messages if there are many users.
- it is desirable to have sufficient prevalence so as not to install unnecessary software.
Slack comes to mind (but there are few opportunities for chat regulation, for example, there is no silence or ban for determining the time, as well as the difficulty in combining several channels, since I slack to work within my team) and Telegram (again, not enough moderation functions and no channels ).
Ideally, you want something similar to irc chats, but using new technologies. Just now, as far as I understand, irc is outdated, and it will be more problematic to drag people into it than in the same Slack.

IRC is outdated in your head.
Until now, a large number of people use IRC, and quite successfully. This is a chat that has been tested for years, it simply cannot be outdated.
The same Twitch uses a modified IRC server for its chat.
There are also clients for all platforms. Many messengers have IRC support.
But if you need ruffles, then I can’t help you.

Look towards jabber servers. Clients are available for all platforms, moderation is possible, etc.

I would recommend looking towards Slack, especially since it can be modified by bots, for example.
