What percentage and motherboard to choose instead of microPC ODROID-X?

Hello dear!
Background:
About three years ago I launched a server at home on ODROID-X on Ubuntu. I watched TV on Kodi on it, set up a web server, gradually the number of sites increased to a dozen, and the traffic of several increased to the point where server crashes became very critical. And it falls at least once a month, because, firstly, it does not turn on itself after a power failure, and, secondly, it has two screws connected via USB. They either lack food, or something else, and they fall off, dragging everything else with them. Plus, the ARM architecture imposes certain difficulties.
In general, the moment has come when I decided to get x64 hardware more reliable and "standard".
In processors and motherboards, unfortunately, he is not at all strong, so requests are only about everything else. Necessary:

  1. Ideally a small form factor (but not required). Since I sculpted a box under the previous one .
  2. The lowest possible power consumption. The current board itself is generally powered by a 5V 2A power supply. In the future, everything will be powered by a 350W PSU.
  3. Performance, as you know, is not very important. The maximum load will be created by watching videos (up to 720p - the monitor is small) in Kodi (Ubuntu will be standing) and, possibly, a DLNA server. Suitable, I think, any energy-efficient x64-CPU 2+ cores.
  4. 2 laptop screws will be connected, I want 3+ SATA connectors (with a perspective).
  5. 2+ GB will be installed. RAM.
  6. gigabit ethernet.
  7. HDMI port (built-in vidyuha).
  8. 4+ USB 2.0 ports.

Actually, the question is what percentage and motherboard to choose? I am considering purchases from behind a hillock, etc.

After the holidays, you can find a very inexpensive laptop with a broken matrix. In place of the DVD drive, put an adapter for the second hard drive. Cheap and angry.

Any Mini-ITX motherboard. If the "soldered" Intel Atom processor, then the consumption is ~ 20W.
If the percent is "external", then the letter "T" should be at the end .
