I want to make a major upgrade of my PC so that I can program software, games, work with 3D modeling and so on without fail, that is, without denying myself anything.

Make the entire C drive on the SSD, and HDD the entire D drive. The HDD is a pure file dump like games, movies, etc. SSD can take less if you don't have many files.
RAM is better to take 16 or 32 because you will have many programs open and they will all be heavy.
The processor is better than Ryzen, it works better with graphics and is cheaper. There is also the same Ryzen but marked X. This means that it will automatically overclock if it understands that it has enough cooling. This is done automatically from you, nothing is required, but since our cooling is not super, it’s better not to take it, there will be no benefit from it, and this is an extra 3k rubles. If you want to take cooler cooling, then take it with Ryzen marked X (The same model that I advised you with X at the end).
The motherboard allows you to upgrade the RAM to 64, there is also an AM4 socket, since AMD makes backwards compatibility, you can upgrade the processor without any problems.
The video card is quite good, but you can take more expensive if you have money.
Take any monitor, but not 4K, otherwise the video card will not pull.
