We need a payment system / systems that have an SDK for Android applications with maximum coverage around the world , which will allow:
1. Deposit and withdraw money via SMS
2. Deposit and withdraw money in the maximum number of other ways (maybe some kind of international aggregator)
Jur. the person and the account are not in Russia, if some of the systems require it.

You first read the rules, for gaming applications it is mandatory to use Google Play and no other payment systems. Exception only for physical goods and services, such as concert tickets, etc.
