What number of ports can be opened for FTPS connection on an FTP server?

Good day.
The task was to organize a secure connection via the SSL protocol between the application server and the file server via FTPS.

What is the optimal number of ports to open at a peak load on the site of 10,000 people at a time (the very volume), while a connection to the ftp server is established each time an image is received from the ftp server, and there can be up to 50 images on the page.
Also, FTPS does not work in active mode to give one port at a time.

Ps
SFTP is not allowed to use.
Am using Laravel Storage to work with ftp
Or is there a way to make Laravel Starage work with FTPS in active mode?
