What needs to be done to make Windows start in normal mode?

I will explain the whole situation. We were playing with a friend and I launched a rather heavy game for my PC. After that everything hung and I rebooted the computer. After the reboot, I press the spacebar (to unlock), but there is no window where you need to enter the password. I tried to restore the system, but nothing came out. After I went into the BIOS and started the safe mode - Windows booted up fine, but in normal mode it doesn't work.

Try leaving it in this state for a long time (15..20 minutes) - won't the login window appear after that?
I once saw such a symptom on Windows 10. And I suspect that it was connected with the network (access to Microsoft servers was blocked).
Take a picture and post what the screen looks like after loading.

Open command prompt in safe mode as administrator, and execute
sfc /scannow
This will repair corrupted system files

You can try to determine if there is any corruption in the local Windows image.
Just like in the previous answer from Talyan, in safe mode on the command line, run:
DISM /Online /Cleanup-Image /CheckHealth
