I think it's about the first one.
At least a few things can and should be done:
Create Robots.txt
Inject schema markup as mentioned earlier
Switch to HTTPS (yes, this can play a role)
Glue restartservice-rnd.ru and restartservice-rnd.ru/index.html#, and then you have the whole site in duplicate because of this
Optimize the pictures and put ALTs Point
the Canonical page to itself
