2. Chrome often doesn't open sites at all without a certificate: I sometimes open sites, and Chrome blocks, writes "insecure connection", then I have to click "go (insecure)" and after that it only opens and highlights this site in red

If the site has forms, then a certificate is required.
If not, then at your discretion, but search engines recommend using it. In browsers, sites without certificates are marked as unsafe.
