What method of capturing an analog video signal would you recommend?

Good afternoon
I came up with an idea to make one project
. To do this, you need to capture a video signal from a TV (scart, av out) and process it
. Roughly speaking, the processing consists in calculating the overall color of the frame (I don’t know how to explain this more accurately). so I don't think you need much processing power.
So far, I’m thinking about some SoC that has a video input (I haven’t found any yet) or it’s the same but with some kind of video capture module (ADC)
There is another idea to take a ready-made ADC and, for example, an arduino. By the way, as far as I know, the arduino has a built-in ADC, but I don’t know if it can handle it ..
why capture analog video, because you need a universal tool that will fit many TVs, and not all of them have a digital output. and it seems to me that everyone has an analog one (for example, scart)
Actually, the question is: do you know any suitable SoC? or something similar that will do the job.

My TVs don't have any outputs - neither digital nor analog. TVs are 2 and 4 years old. And in principle - modern TV has no outlets ...
So the rest of the reasoning loses its meaning.

super-image quality is not required? then any EasyCAP with firewood for your platform will do. pure iron solutions are expensive and cumbersome - look towards h264 hardware encoder.
Arduino can't handle that much data. "computing the overall color of the frame" - dominant colors, this is a rather resource-intensive task, but if you plan to process a frame in 30+ seconds or more, then it might work ))) raspberry pi will do much better, jetson tk1 / tx1 you can try to configure realtime
what will you do with dominant colors? most likely you will not need real time, for films I did 1-4 frames / sec, this is more than enough for color in dynamic films to get pictures like this movicut.tumblr.com

With such a "resolution" in fact 1 pixel - point the webcam at the screen! ;)
Color / brightness / contrast correct in the webcam settings.
