Where to find h264 embedded encoder?

I'm building my camera for 8k (8000x5000).
Please tell me some embedded chip with h264 encoding (h265 or other) with the ability to set a high bitrate (100 + mbps).

Of those that are widely available - 1080p is usually the limit. Even 4k is a rarity to meet.
