I've been using cherrytree for over a year , which is very feature-packed, but it's impossible to use it outside of a PC. And such a need sooner or later, but it arises in everyone. Not really notes, but in principle it can be adapted for this... anki highlighting can be added using plugins. There is built-in synchronization.
