The photo shows DE (Desktop environment) and it is almost impossible to say on which Linux it is spinning.

One of the features of operating systems like Linux is that you can switch to any desktop environment you like at any time, and there are plenty of them. And that means you can customize your PC the way you want.

The Linux operating system and its graphical desktop environment (DE, WM) are completely independent, orthogonal things, Linux can just as successfully spin without any DE at all, only a text console.

Most likely LXDE.

The colors in the console are similar to those of gentoo, but bashrc can be copied to any distribution. The shell is most likely KDE with some theme and a panel on top. Although the icons in the panel, for example, for volume or network manager, are similar to Ubuntu / Gnome ones. In general, it is not clear what kind of animal, but obviously some kind of winder got confused.

This is from the series mr.robot.
Everything was running on Kali Linux. In doing so, Elliot uses the Gnome desktop environment.
Tyrell Wellick - uses KDE, and at work Allsafe Cybersecurity LXDE.
If we take the working environment, then it all strongly resembles the theme from Mageia
