The photo shows DE (Desktop environment) and it is almost impossible to say on which Linux it is spinning.

The colors in the console are similar to those of gentoo, but bashrc can be copied to any distribution. The shell is most likely KDE with some theme and a panel on top. Although the icons in the panel, for example, for volume or network manager, are similar to Ubuntu / Gnome ones. This is from the series mr.robot.
Everything was running on Kali Linux. In doing so, Elliot uses the Gnome desktop environment.
