What level of knowledge in web development should a programmer have in order to move abroad?

Greetings friends! I would like to know what level of knowledge a web programmer should have in order to be competitive in the Western market? I would be grateful if you make a list of those parameters that a programmer should have. Please don't limit yourself to the technology stack. It is also interesting whether a higher education in this field is mandatory, what level of English is needed, and other attributes not related to programming, but necessary when emigrating.
Now I know:
PHP at the level of functional programming (I'm learning OOP), experience with Modx CMS, worked a little with Laravel 5.2 (but good knowledge of OOP is needed), English at the pre-intermediate level (actively learning), diploma of specialized secondary education.

For a work visa, you need a specialized higher education and / or up to 12 years of proven experience
