I would be grateful if you make a list of those parameters that a programmer should have. Please don't limit yourself to the technology stack. It is also interesting whether a higher education in this field is mandatory, what level of English is needed, and other attributes not related to programming, but necessary when emigrating.
Now I know:
PHP at the level of functional programming (I'm learning OOP), experience with Modx CMS, worked a little with Laravel 5.2 (but good knowledge of OOP is needed), English at the pre-intermediate level (actively learning), diploma of specialized secondary education.
