Do I need an IT education (with a non-IT technical diploma) to work abroad?

Is it necessary to get a diploma of IT education in order to be able to work abroad as an IT specialist (programmer)?
I mean professional immigration programs (Canada, Australia) as well as blue card to European countries.
And if necessary - that I need to complete a bachelor's degree or can I complete a master's degree? (Interested in what takes less time).
It is clear that the piece of paper itself will not give me the necessary knowledge / level - I would like to exclude the situation when the absence of an IT diploma will deprive me of the opportunity to take advantage of some interesting opportunity in life, and I would also not want to waste time and money if the diploma is not needed.
I am 25 years old, I know English quite well, I graduated from "Industrial and Civil Engineering" (although a correspondence diploma), I have about 4 years of experience as an analyst and a web programmer for 2 years. I'm going to work as a programmer.

Regarding work - you can do without a diploma, the main achievement. But, without a diploma, you are almost like a monkey for a foreign HR :)
Depending on the country (Europe, for example), you must be really good for the employer to call you without a diploma.
