What laptop would you recommend to a student and is it needed at all?

I think it’s worth immediately identifying 4 key criteria for me:
1. Budget 18,000 and not a hundred more)
2. Pre-installed UNIX-like system (prices for laptops without pre-installed Windows are much lower, after the purchase I plan to put it on the purchased laptop, as it will obviously be weak, Lubuntu x86, for this reason, good Linux compatibility is also important)
3. Screen at least 15.6 '(vision problems)
4. Battery life is at least 6 hours. Here you can correct me. It turns out this situation: in general, I will be away from home with a laptop for 8-10 hours, since the road to the institute is a long one, about an hour. Directly at the institute, therefore, 6-8 hours. Hence, I calculated this criterion. But I'm worried about the period from the end of October to the beginning of April, at which time the temperature will be quite low from -10 to -30, if you're lucky), won't this harm the battery? Of course, I don’t go on foot, I’ll spend 40 minutes of this hour on the bus, but still it’s not very warm there either. Maybe you should buy just a powerful Power Bank?
For hardware, the main thing is that the office suite (LibbreOffice), Sublime Text 3, Eclipse and Firefox work well. I won’t play games and have fun, for this there is a home PC.
I myself chose these two options, what do you say?
1) DELL Inspiron 3552-5010
2) Acer Aspire ES1-533-P1UR
Power Bank (if it is still better to take it)
1) Hiper Mobile Power 10000 mAh
And now the second question, probably even more important than the first:
How much does a student need for IT-direction (Applied informatics in technical systems) laptop? What are the advantages and disadvantages?
