What knowledge is needed to create such a site?

Good day to all! Guys, don't take it as advertising, but today I came across such a site territoriafilm.ru/flash
In general, I really liked it and inspired me to create something like that. But I don’t know where to start and what knowledge is needed in order to create the same things. I really liked it when you click on "History and Geography" there are animated glare of the sun and smoke from the chimney near the house in the background. And all sorts of transitions, animated maps, tracks. I think it's very cool and unusual. In general, please help a novice programmer with information.
Ps: if I'm not mistaken, the flash prefix in the address bar is not simple there, but probably not only flash animation is involved there, but also what programming language?

Vyrviglaznoe, crooked and badly-animated shit on a flash. Just horror.
I'm not a big fan of flush, but normal people there can do decent things. What you linked was done by some crooked people. On html5+css3 they do much prettier things now.

Flash site. But it is more relevant (at least, so simple) to do it with the help of html, css, js.
