What kind of sites are there, like those that are inside the question, teaching graphics and design?

I would like to find sites dedicated to:
• teaching design;
• in-depth study of Photoshop;
• 3D modeling;
• general training in computer graphics.
Like these:
Teaches Java language
HTML, CSS and some JavaScript
English-language coding site
Similar to the resource above, but in Russian
Programming both in a general sense and in a narrow-...
Preferably, of course, in Russian, but for the sake of broadening one's horizons English-language sites are also available.

Alexey, here's the thing - design is not about photoshop.
I, too, when I thought that the more Photoshop lessons I go through, the stronger I am as a designer. But here things are so that the tool is secondary.
Now briefly - read about strategy (at least Sun Tzu), about logic, about people's thinking, and even the structure of letters will open up vast horizons.
What to read? We take a competent designer with a blog, we are looking for, and here, for example, is a selection -  ludwigbistronovsky.ru/books
I saw above that there is interest in interfaces. Then there is one recommendation, but to complete the course you will need oh so much strength. Go ahead. Course starting soon:
