Release engineer is not a profession, but a job description (role). This is the person who performs release engineering ( https://en.wikipedia.org/wiki/Release_engineering) , in fact, the person who is at the end of the cycle of the software product development process. He makes a product ready for deployment from the code provided by the developers - he is engaged in writing installers, building packages, determining dependencies, etc.
Configuration manager is a role whose person is responsible for configuration management ( https://en.wikipedia.org/wiki/Configuration_manage...Configuration management is about describing the configuration, achieving repeatability, deploying new nodes, responding to changing external conditions, making changes on demand, capacity planning, budgeting, and other similar tasks.
