What kind of plan can you come up with to develop and train usability and UX skills?

The question is in the topic, but in fact I would like to know directly by topics, by subtopics, what and to what extent to master and study, of course, not only with theory, but also with practice, how and on what you can practice.
How to understand that you are learning and there is an effect? How do you know if your practice is right?
What sequence of studying the theory to build?

The UX effect can almost always be counted in numbers. What exactly to count depends on the project and business mechanisms.
From the very beginning, you need to understand what UX is, what tasks a UX specialist has. Then learn the basics from the "eternal" books of Alain Cooper, Jeff Raskin, Jess Garrett, Jacob Nielsen, Steve Krug, etc. There is such a list: www.usability.by/books
Learn English (if necessary) and analyze foreign cases: in what project, what did you do, why, what happened, why did it happen. Gain experience, implement existing experience. Draw your own conclusions. Communicate with other specialists, do not be closed in your little world.
These are the basic steps, but everyone can have their own way and not the fact that it is not correct.

BTW, IMHO UX Design is much more Product Management than Visual/Graphic Design.
The best advice I can give you: Remember, YOU ARE NOT THE USER!!!!
If you think that the actual user will do something in some way, you're most probably wrong.
