What kind of experience is meant when specifying the requirements for a candidate for the position of a developer?

For example, they write "experience with such and such technologies for 5+ years." Do you have 5+ years of experience working in an office (official employment) or in general (for example, freelancing or something else) with these technologies (for example, with C ++)?
I ask in order to understand, will my experience begin to accumulate upon graduation from the university (which I will finish at 27-28 years old) and official employment, or can I accumulate this experience during my studies?

This does not mean the length of service as the number of days from the moment the crust was received, but the actual accumulated practical experience and knowledge.

But pet projects and contributions to open source can only be additional advantages in the selection for the first interview and a topic of conversation at a technical interview, but they are of no interest to anyone in and of themselves.
