What is wrong with squid3 configuration?

squid.conf:

auth_param basic program /usr/lib/squid3/basic_ncsa_auth -c /etc/squid3/passwords
auth_param basic realm proxy
acl ncsa_users proxy_auth REQUIRED
http_access allow ncsa_users
http_port тутip:3128

In the browser, it asks for a login / password, but if you enter it correctly, it opens the form again, sometimes it instantly reopens the form. What could be the problem?

auth_param basic children 5
auth_param basic realm Mega proxy
auth_param basic credentialsttl 5 hours

authenticate_cache_garbage_interval 1 hour
authenticate_ttl 5 hours
