How to force cache in squid?

Current config:

maximum_object_size 1024 MB
refresh_pattern -i \.mp4$ 102400 100% 102400 ignore-reload ignore-no-store override-lastmod override-expire

if I download via wget, then nothing is cached, but through the browser everything is ok.
/etc/wgetrc

http_proxy = http://192.168.1.17:3128/
use_proxy = on
