What is the website optimization plan?

I am a webmaster, but the task is to do seo. The site sank fairly in the search. In SEO, I am not an amateur, but I have more theoretical knowledge than practical. In the whole complex of possible optimization works, I finally got confused. Is there any consistent plan by which work can be carried out?

The promotion plan is individual. Compiled after SEO, usability and competitor analysis audits. Audits can be Googled. You identify the weak points of the site, select the keys for which you need to move forward, look at the positions, draw up a plan. This is if generalized.

In your case, you need to do a technical audit of the site, a usability audit.
First of all, you need to check what were the changes in search engine algorithms (for example, does your site belong to YMYL (for example, sites of medical topics sank heavily in the search results, etc.)
Then proceed to analyze competitors (niche leaders), determine what they are doing for winning the top
Pay attention to the sematic distribution, page types, page structure, etc.
And based on the results of the audits and their analysis, a strategy is built to achieve the TOP.

First of all, analytics and semantics. You need to decide on marker key phrases, then collect SERPs based on them and select competitors. This is one side of the site and project analysis, the second is a technical audit.
And then work with internal optimization and external. Internal: texts are needed or not on landing pages, meta tags, commercial factors for the site and landing page. External: links, reviews, brand reputation. Now the approach does not work: you take one factor and work on it. You need to work on everything in parallel and sequentially))
