These are fundamentally different things.
IntelQuickSync is a hardware video decoding and encoding technology . To use this technology inside your application, you need to connect the Intel Media SDK, which will provide you with an API to work with.
DXVA is just a software API that allows you to unify work with video data streams for various applications. He knows how to transfer most of the work from video to the GPU, but he decides what exactly.
QuickSync support depends on the OS drivers, in Win8 the drivers support QuickSync and in theory it will be enabled automatically when used in your DXVA application.
But if you want some more optimal or specific solutions, then by integrating MSDK into your application you can directly work with QuickSync
