What is the upwork budget?

If I see a one-time project and a budget, say $4,000, what does that mean? What can I ask for the whole amount?) How do you calculate the price and time?

This means that the client estimated the project budget at this amount, or the client is ready to pay only such an amount, or the client simply wrote the amount from the bullshit.
The next word is for the freelancer. He can offer a smaller amount, agree to this amount, or offer a larger amount.

Just be sure to keep in mind that by asking $4,000 for a project, you will get less, because the service charges interest on the full amount of the bet!
