Reply to a dispute?

Good afternoon! I opened a dispute on upwork and today I received an answer. What is a concessional loan?

Upwork has reviewed this request and will be issuing a refund of Escrow $ to the client as well as a courtesy credit for the escrow amount to the freelancer, in order to end the job and part ways. The courtesy credit will be applied to the freelancer's account within 5 business days. The contract and dispute are closed.

It is noteworthy that this method of resolving "disputes" is still used. Apparently, in the future, this is better than many days of correspondence with the clarification of "who is to blame", or dividing the amount in half.
As a result, the client receives his money back, and the freelancer is credited with the same amount to the account (I'm not sure if it can be withdrawn later or if it is available only for payment for upwork services).
The previously accepted answer is partially incorrect - upwork will not deduct money from the client, so he will theoretically be satisfied - he ate the fish and got on the Christmas tree, and then he might order something else ...
