The director wants to expand the company's services - to open several more directions, i.e. change the main one, and put the existing services into subservices. Please tell me how to do it correctly for SEO? whether it is necessary to rebuild the directory structure with redirects? what else should be taken into account?

I would not physically change the url structure, but simply visually made a view using the menu and submenu, supposedly there is a nesting.
If there is a need to rework the structure, then you will need:
1. 301 redirects from old addresses to new ones.
2. Set rel=canonical from old URLs to new ones.
3. Update sitemap.xml so that it contains only new addresses, and there are no old ones.
4. Update the sitemap with new URLs in Yandex.Webmaster and Google Search Console.
Also, to reduce the level of nesting, create an html sitemap and add a draft link (on the main and all other pages of the site) in the footer, so each page of the site will have a second level of nesting, i.e. available from the main page in 2 clicks.
