What is the right thing to use for a city services website: subdomains or a directory in the root of the site?

There is a website (one page) that provides plumbing services in the Moscow region (in 5 cities).
It is unlikely that it will be possible to take the top in the search results (search engines do not like landing pages), so the whole blow is on the context.
And here is the question: what is more correct, more promising and more convenient - ramenskoe.domen.ru or domen.ru/ramenskoe and so on in other cities.
The reason is that I am going this way - an attempt to make "multi-landing", for example, when entering balashiha.domen.ru, the name of the city will be adjusted into the text and additional information about the city + the multi-landing script itself, which substitutes words from the keyword.

In terms of SEO, subdomains are more priority, you can see for yourself by analyzing the search results. This is also true for multi-landings. A subdomain is perceived by search engines as a separate site, which can be assigned a separate region. If sharpening goes under the city, then the city is put in the subdomain with the word moskwa.cleaning.org (I took the name from my head)

Directories are the most reasonable option, there can be many cities, it is better to use a domain for countries, ru, de, fr, etc., and directories are enough for cities
