There are 2 browser windows on the video, where 2 is a window with the development panel turned on.
Pay attention to 1 min. 21 sec.

I work with Gulp, the problem is in BrowserSync lileReload...
When I change the code, the browser reloads and gives me cached old pages...
If I turn on the DevTools panel in chrome, it reloads normally...

Cache in chrome is disabled Disable Cache, however does not help when the panel is closed ...
Or tell me the browser, without this problem ...
