What is the reason for hard parking of disk heads when shutting down and restarting windows 10?

There is a laptop in which there are two disks, the first ssd for the system, the second WD Blue for files, installed through a case instead of a drive.
When you turn off or restart windows 10, the HDD makes a sound of hard parking of heads (as in a forced shutdown, if you press the power button for a long time). Windows 7 didn't have this problem. I've tried disabling "shut down hard drive" in power options, but that didn't help.

HDD makes hard head parking sound
There is no such thing as hard parking. There is parking. She and in africa parking.
A parking command is received, the cache is added if it is not empty, and the heads are moved to the parking zone.
There is only one difference during parking due to power loss and during normal parking - during standard, the actuator is powered from the computer's power supply, and during emergency, the actuator is powered from the spindle motor in recuperation mode.
