What is the reason for downloading VDS? How to unload?

AMD 6core, 12G RAM
SSD+SATA
Installed PROXMOX. It would be nice, but when on VDS under Windows I back up files to archive (CPU 50%, RAM 70%) and neighboring VDS's start to slow down terribly. what's the matter? when is 50% cpu and 30% ram left?

most likely there is not enough IOPS, see what you have there with the load on the disk subsystem
