What is the quietest cooling system for AMD Ryzen 3970?

Today I became the happy owner of Ryzen 3970
In the store I relied on the experience of the seller when choosing cooling systems.
Purchased ASUS ROG STRIX LC II 360 ARGB ( Noise: 37.6 dB(A) according to specification )
The system is noisy. I'm used to quieter operation. Please advise not noisy dropsy for ryzen.

PS in the BIOS, changing the CPU FAN mode from Normal to Silent did not help - yes, it became silent in the BIOS, but as soon as Windows starts it makes noise again.

PPS I'm looking at the Asus line there for sTRX4 ROG RYUJIN 360 (Noise: 29.7 dB(A) according to the specification). . decibel is pretty good.
Thermaltake Water 3.0 Ultimate specification is generally 20 dB

To get started, use the standard program for setting up PC fans. There you can manually set the schedule for the fans, for example, so that they spin silently up to 60-70 degrees.
