What is the program for creating an electronic textbook?

Interested in a program with which an ordinary inexperienced user can create an electronic textbook. It needs to be full screen on startup.
This is something like a PowerPoint presentation, but something better and more functional is needed.

If you need interactive - then only programming.
If you need a binding program for static pages, it depends on the output format.
