What is the platform for online broadcasting with downloading large video files or a custom solution?

We broadcast online through webinar platforms.
Now we are puzzled by this:
You need to broadcast first in LIVE mode, and then show the recording, 200-500 mb in size, right in the room, without going anywhere else.
All the webinar platforms I have tried do not provide this functionality.
All modern rooms allow you to upload files up to 50-100 mb, this does not suit you.
You can insert links from YouTube / Vimeo, but if the user left the webinar - and went again or was late - the video starts over and it's difficult to synchronize everyone, but it's very necessary.
Therefore, I ask for your help:
Can you suggest a platform for broadcasting\custom solution (ready to buy a server and do what you need)
to:

  • it was possible to broadcast live (without delay)
  • broadcast a video stream synchronized for everyone, regardless of the start time of viewing. directly to the site
  • Flash\HTML5 (only a plus)
  • preferably broadcasting directly from the browser, without installing additional software

Wait, where does the file size. You broadcast a stream from a webcam to a network of a certain bitrate, which your server pulls for distribution. well, reduce the bitrate of your video, or turn it on through the VLC player, indicating that this is the device from which you want to capture video.
You need some service to be able to broadcast from two sources at once.
