What is the PAYPAL limit when paying to a foreign user?
Task: make transfers from corporate PP to personal PP in Russia and foreign recipients.
Conditions:
There are three accounts in PAYPAL:
1. corporate IP (Russia)
2. Personal (Russia)
3. Personal (Foreign)
From corporate to personal (only within Russia), you can transfer and pay for corporate PP accounts.
Restriction one: When transferring from corporate to personal outside of Russia, the system says: "Unfortunately, you do not have permission to send a payment. Please request access from the account owner."
Second limitation:The system also prohibits paying the invoice issued by a foreign user and writes: "Unfortunately, it is not possible to complete the purchase at the moment. This operation was rejected because it does not comply with the requirements of the law.".
Question: is this a system limitation that is solved by the settings and implementation of the API, or is it a legal limitation specifically for Russia?
