Is it possible to create a paypal account using a Yandex money card?
I'm trying to understand if I make a Yandex money card, can I make paypal on it? And what level should be the verification on Yandex-money if yes.
Can this be done without the bank details of any other Russian banks?

Yes, like a regular mastercard. Not virtual.
Such that the card can be obtained and activated.
No, and the Russian Federation has nothing to do with it.
PS It's better to use the USA version of the site. You don't need a scan of your passport. But the rest is right there.
