What is the password manager with Russian servers?

Please advise a password manager with servers in Russia in case of disconnection from the foreign Internet. Now I'm thinking of either finding a normal Russian password manager at the level of 1Password/LastPass, or abandoning the password manager altogether. If the latter, what are the alternatives for storing passwords?
