Organization of a network for tenants is a more complex issue from a legal and financial standpoint than from a technical one. Therefore, the owners of the shopping center usually do not want to bother with it and simply provide access to the shopping center for the main providers of the city. Several optical highways enter the shopping center, diverge through switching cabinets, from which copper goes to a specific client. The tenant enters into a service agreement with the preferred provider, receives the details and does whatever he wants with the copper end in his premises.

For tenants, the administration of the shopping center allocates a nook, where all providers put their equipment, wires are pulled from it to the premises. A sophisticated tenant hires an office that will make SCS in advance to the Premises to be rented. The office can be cunning and will issue an operator license for itself, in which case, upon agreement with the administration, only it will provide communication services (well, or provide the last mile for other operators in the shopping center).
The network for the shopping center itself is an ordinary corporate SCS, into which cameras, access control systems, security, staff workstations, and server equipment are connected. Well, a separate position is the radio network (wifi) - guest and service, it is planned to place switches with poe, the location of access points depending on the project (and the terms of reference for it).
I recommend opening some kind of tender platform (at least the same purchases of gov.ru), finding a tender from some Sberbank and reading their terms of reference.

Usually shopping centers are divided into two types - those in which there are several providers and those that were “sold out” to one during construction ( I ran into this once when I connected a store in one very large city shopping center - it was sold to the RTC, and it worked, of course ... as always :) )
It all starts, as a rule, with an appeal to the administration of the shopping center - it may well be that she will do it herself.
If not, find out from her what wire is in the building and contact him.
If the prov does not suit you - again contact the administration with the question - will they let another prov - they can easily refuse.
If they refused, then either eat what they give, or change the shopping center (which is rarely possible)
True, connecting through another wire, if it is not in the building, can be significantly more expensive
