So I decided to test this service with a new project. I wondered which point of presence is the closest/fastest to Russia?

Russia is big.
Although for some reason in Siberia there are more delays to Singapore than to Amsterdam.

Look not close, but fast - Russia's channels "according to tradition" go through the European part of the country and to Europe. So yes, AMS* is the best.
