The first case: a website development company offers its services to the business owner, the businessman reasonably asks: "why do I need a website?".
The second case: the developer company sees a bad site in terms of business representation and offers its services after analyzing the company's activities.
What is the name of a specialist who can analyze the customer's business, identify priority areas that should be covered on the site (on the main page in the first place), determine the target group of site visitors and the site's interactive functionality for interacting with users, and ultimately make the right calculated site ? By the right site, I mean a tool that advertises the customer's business, and not a designer or layout designer of the studio.

It can be one person (and this happens very often in small projects), but it cannot be one specialty.
Somewhere you need more from the field of business analytics, somewhere - from the field of usability, somewhere - from architecture, somewhere - from marketing, etc.
If you are directly talking about business card sites, then the word "sales manager" is most suitable for this person.
