What is the minimum version of Xcode for publishing an application to the AppStore at the moment?

There is an old MacBook Pro 13 inches mid-2009 with OS X 10.11.6 Capitan. The version of my Xcode 8.2.1 is the maximum that can be officially installed. As far as I know Apple restricts developers from publishing applications with minor versions of Xcode.
Question:
What is the minimum version of Xcode for publishing an application to the AppStore at the moment?
