What is the impact of partial page duplicates?

There are partial duplicates of the page. then what could be the consequences? if
the differences are only in the address, meta tags and in the h1 heading?
And what would you recommend to do.

It's not very good if all the text on the page is the same. Options:
1) Partially rewrite
2) Dilute page copies with combined content, for example: a list of other articles from this category with a description.
