FullHD (fhd) means a resolution of 1920 * 1080, the frame rate is configured separately and can be either fixed (15, 25, 50 fps) or floating (1 I-frame in a few seconds if the image does not change). Floating frequency usually comes with a proprietary version of the h254 / h265 codec and works like a human only in mono-vendor systems.
