There are at least 2 different approaches. In the first approach, RAM is used to emulate a block device. For example, in Linux, the brd and mtdram drivers can emulate regular and MTD block devices. This block device can be formatted to any file system for such block devices supported by the operating system. In the second approach, RAM is used directly by the file system driver. On Linux, this is the tmpfs file system.
