What is the error when installing IJavascript for Jupyter Notebook?

Trying to install IJavascript package to use JS in Jupyter Notebook. An error appears, the essence of which I can not understand yet. Maybe someone knows what the problem is?

swears that it cannot find Python - it is not set in environment variables.
do you have python installed at all?
